Uno de los
objetivos clave de COPEMED es el de crear las
condiciones óptimas para la cooperación entre
los diferentes países que participan en el
proyecto. Con este fin, las instituciones
científicas deben ser capaces de trabajar a un
nivel lo más parecido posible. En función de
los casos, las actividades de formación
financiadas por COPEMED pueden ser de distintos
tipos:
- Cursos
o seminarios: COPEMED financia la
participación de científicos en cursos
de formación y coordina la puesta en
marcha de cursos específicos para la
región.
- Prácticas
en una institución de investigación: la
red COPEMED permite identificar los
laboratorios de acogida mejor adaptados.
- Participación
de científicos en trabajos de
campo en el marco de proyectos de
investigación: este tipo de formación
es fundamental, ya que es relativa a la
adquisición de datos
- Envío de expertos
a una institución beneficiaria para
consultas sobre una actividad
determinada.
Evaluación de las Necesidades de Formación
Con objeto de
apoyar a las instituciones de investigación de
los países de la ribera sur en la detección de
sus necesidades de formación, se han enviado
consultores especializados a Libia (MBRC), a
Marruecos (INRH) y a Túnez (INSTM), donde han
aplicado la misma metodología de trabajo.
Presentamos aquí las recomendaciones formuladas por este estudio:
- revisar el historial de actividades internas de formación recientes de cada instituto y revisar los resultados inmediatos en términos de mejorar los métodos de trabajo.
- antes de realizar nuevos cursos de formación, identificar un director de curso y posibles recursos humanos regionales que pudieran ayudar en la planificación de la formación.
- en disciplinas específicas, utilizar en cursos de formación uno ó dos investigadores cualificados de cualquier instituto como personal/profesores.
- enviar al director de cada curso al instituto con antelación para identificar los datos y otros materiales que puedan utilizarse durante el desarrollo de los ejercicios y ejemplos relacionados directamente con el trabajo de los investigadores que participen.
- los tres institutos deberían iniciar seminarios internos técnicos/científicos semanalmente ó cada quince días con el fin de estimular el entorno de investigación interno y facilitar el intercambio de ideas y conocimientos.
- facilitar gratuitamente a cada instituto al menos dos copias del programa informático de evaluación de recursos de FAO (BIODYN, VIT, FiSAT, incluyendo manuales).
- las tres bibliotecas deberían mantenerse al día mediante publicaciones internacionales clave así como una copia de ASFA en CD-ROM.
- los investigadores del INRH y MBRC sacarían mucho provecho de su participación en un curso sobre técnicas de búsqueda bibliográfica.
- establecer grupos de trabajo regionales sobre temas ó áreas de investigación específicos, por ejemplo recogida de datos sobre pesquerías artesanales, gestión de stocks compartidos, gestión de bases de datos, etc.
