During the first year of the project, the Steering Committee decided to set up a
database on records of fishing vessels of more than 15 metres in length operating
in the Mediterranean. This database corresponds to the following recommendations:
- Agreement to promote compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas (approved on 24 November 1993 by Resolution 15/93 of the 27th Session of the FAO Conference).
- FAO Code of Conduct (adopted at the 28th Session of the FAO Conference, 31 October 1995).
- Agreement on High Seas Fishing. UN Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks (4th August 1995).

Most of the countries have computerised fleet databases. Consequently, the project
has developed a software which allows the importation of national data from an
ASCII file with fields delimiter to a standardised regional database. This
software, distributed to the national focal points of the project, controls
the data quality (mandatory fields, standard codification, duplicated keys).
