FORUM AMONG ACTORS OF FISHERIES MANAGEMENT

“Dialogue for a harmonized and coordinated management of the Western Mediterranean”

Summary:

 

 
 Rationale

The COPEMED Project, during its 2nd and last phase whose end is foreseen for late 2004, is aiming at establishing  a Dialogue Forum among the different actors of the Fishery System (Administration-Research-Fishing Industry).

FAO´s Code of Conduct for Responsible Fishing (1995) had already mentioned the importance of such dialogue in the fisheries policy-making and implementation processes.  Similarly, the General Fisheries Commission for the Mediterranean (GFCM) has stressed the importance of having representatives from the fisheries private sector participating to improve the quality of GFCM´s work and to facilitate the implementation of its recommendations.

In addition, article 12.13 reads that States should promote the use of research results as a basis for the setting of management objectives, reference points and performance criteria, as well as for ensuring adequate linkages between applied research and fisheries management.

On the other hand, the General Commission for Fisheries in the Mediterranean (GCFM) during its 26th Session (2001), stressed that “the participation of Representatives of the fisheries private sector would improve the quality of its work and encourage the implementation of its recommendations”. 

 
 Objectives and expected outputs
Long-term Objectives

Promote the rapprochement and concertation among the different actors of the Fishing System.

Immediate Objectives

More specifically, the COPEMED Forum aims at:

  1. Encourage a multidisciplinary analysis among all actors, particularly with respect to fisheries of common interest.
  2. Analyse the reasons why the technical measures adopted in fisheries cannot often be implemented successfully.
  3. Encourage those processes through which the short and long term objectives of the different actors could be presented, discussed and accessed in a harmonized and transparent way.

 First meeting of the FORUM: “Regional cooperation: the future of the fishing sector”

The Forum was held in Madrid from 23 to 25 July 2003 to discuss on: “Regional cooperation: the future of the fishing sector”.

The Forum was attended by representatives of the Fishery Administrations, the production sector and scientists of the COPEMED countries. Actors from the regional cooperation also attended the event. The list of participants is included in the meeting report.

The Forum developed as follows:

  • Opening Session: Role of the International Cooperation
  • Thematic Session A: Institutional Cooperation
  • Thematic Session B: Scientific Cooperation
  • Thematic Session C: Inter-professional Cooperation
  • Closing Session

At the end of each session a debate was brought up to formulate the respective conclusions and recommendations.
